How to make my 21 month old baby talk,we use 2languages?

she uses some ten words in both language together and can repeat numbers and colors when we say but is not using while talking rather she babbles that too with expression. She understand most of the things we say but is not ready to reply.sometimes i feel she is not interested to talk how can i make speaking interesting?
