How do i get my daughters father wants to give up his rights but my husband wont give his rights to my?

daughter,what else can i do. also if something were to happen to me how do i go about letting my husband keep my daughter,in steed of her going to her biological father (she has not seen him since she was less than 12 months old plus he has a mental disability( bipolar and skizo).
